Answer

I think it will help reduce pollution since the people in the suburbs most likely work in the cities.
It should work since if there is a tax less people would want to buy 4X4 cars but only if the tax is big enough.
10% etc.
But if it is too big of a tax the car companies will loose money and sue or go to court against the government making them repeal the law.
